SB 1414 Compliance Plan

Senate Bill 1414 (Wolk, Chapter 678, Statutes of 2016) requires the Energy Commission, in consultation with the Contractors State License Board (CSLB), local governments and building officials, and stakeholders, to approve a plan to promote compliance with the Energy Standards in the installation of central air conditioners and heat pumps system, and authorizes it to adopt regulations designed to increase compliance with permitting and inspection requirements, including sales and installations of central air conditioners and heat pump equipment in California, consistent with the approved plan. Through a series of public workshops, the Energy Commission seeks public input in a collaborative effort to develop this plan.

Compliance with the Standards is essential in helping California achieve its energy reduction goals. Standards compliant construction also helps ensure that California's buildings are comfortable and safe, and that energy bills are kept low.

What can you do to make sure you are in compliance?

How do you report noncompliance concerns?

The Energy Commission works closely with the Contractors State License Board and other regulatory agencies to ensure compliance with the Commission's regulations and standards. To report a contractor who is building without a permit, please fill out and submit a Building Permit Violation Referral Form.
