On March 24, 2010, the California Energy Commission (Energy Commission) issued a license to GWF Energy LLC (GWF) for the GWF Tracy Combined Cycle Power Plant (GWF Tracy). The license allowed GWF to modify the existing 169 megawatt (MW) simple-cycle Tracy Peaker Plant (TPP)(01-AFC-16C).

The newer GWF Tracy is a 330 MW combined-cycle generating facility, consisting of General Electric Model PG 7121 EA natural gas-fired combustion turbine generators. GWF Tracy occupies a fenced 16.38 acre site within a 40 acre parcel in an unincorporated portion of San Joaquin County, southwest of the City of Tracy, approximately 20 miles southwest of Stockton.

GWF Tracy consists of an air-cooled condenser, which substantially reduces water requirements to approximately five percent of the water required by a conventional water-cooled plant of similar size. Annual water use for evaporative cooling of inlet air (when ambient conditions dictate) and for make-up water for the steam cycle is approximately 54 acre-feet per year. Water is sourced from the Byron-Bethany Irrigation District via the Delta-Mendota Canal adjacent to the project site.

In July 2015, the Energy Commission approved a petition to allow GWF Tracy to use alternative water supplies (four alternatives are proposed) to avoid being forced to reduce or suspend operations. The approved modifications will not increase the amount of water used by GWF Tracy to levels above that analyzed in the Final Decision. All alternative water source options could use temporary onsite infrastructure. The temporary equipment includes approximately 110 portable storage tanks with a combined capacity of 7 acre-feet which is approximately a 45-day supply. Collapsible piping to connect the storage tanks to the facility’s water treatment system is used with a portable diesel-fueled pump to convey the water through the system. The project owner has filled the tanks with water currently provided to GWF Tracy by the Byron Bethany Irrigation District (BBID) and proposes using the tanks and piping to store and convey water from one or more of the proposed alternative supplies if their BBID water is curtailed.

On April 13, 2016, ownership of GWF Tracy was transferred from GWF Energy LLC to AltaGas San Joaquin Energy Inc., and operational control of GWF Tracy was transferred from Star West Generation Management Company to AltaGas Tracy Operations Inc.

Energy Commission Facility Certification Process

The California Energy Commission is the lead agency (for licensing thermal power plants 50 megawatts and larger) under the California Environmental Quality Act (CEQA) and has a certified regulatory program under CEQA. Under its certified program, the Energy Commission is exempt from having to prepare an environmental impact report. Its certified program, however, does require environmental analysis of the project, including an analysis of alternatives and mitigation measures to minimize any significant adverse effect the project may have on the environment.
