In April 8, 2009, the California Energy Commission (Energy Commission) issued a license to Orange Grove Energy LP to construct the Orange Grove Energy Center (OGEC), a peaker power plant located near State Route 76 (SR-76) in unincorporated San Diego County approximately three miles east of Interstate 15 near the community of Pala. The facility began commercial operation on April 1, 2010.

The OGEC is owned by Orange Grove Energy, L.P. and operated and maintained by North American Energy Services.

The facility consists of two identical simple-cycle natural gas fired General Electric LM6000 PC spray-intercooled (SPRINT) combustion turbine generators (Units 1 and 2) and ancillary facilities for a nominal output of 99.6 megawatts (MW).

Energy Commission Facility Certification Process

The California Energy Commission is the lead agency (for licensing thermal power plants 50 megawatts and larger) under the California Environmental Quality Act (CEQA) and has a certified regulatory program under CEQA. Under its certified program, the Energy Commission is exempt from having to prepare an environmental impact report. Its certified program, however, does require environmental analysis of the project, including an analysis of alternatives and mitigation measures to minimize any significant adverse effect the project may have on the environment.
