Funding Strategies for Electric Vehicle Infrastructure

In March 2012, Governor Brown issued an Executive Order (B-16-2012) to help accelerate the market for zero-emission vehicles (ZEVs) in California. This Executive Order established milestones needed to achieve 1.5 million ZEVs in California by 2025. Soon after, the 2013 ZEV Action Plan was created to identify specific strategies and actions state government needed to take to meet the milestones of the Executive Order.

Funds remaining from fiscal year 2015-16 and an additional $17 million identified in the Investment Plan for fiscal year 2016-17 need to be deployed quickly, effectively, and efficiently. In order to minimize the time to get charging stations operational, staff will discuss:

  • Simple and streamlined funding processes,
  • Robust data collection and analysis to pinpoint areas for funding,
  • Capitalizing on projects that have completed preliminary work and have charging sites selected and ready to go, and
  • Leveraging funds from public and private partnerships.

The California Energy Commission (Energy Commission) staff will hold a public workshop to discuss the Alternative and Renewable Fuel and Vehicle Technology Program (ARFVTP) 2016-17 fiscal year funding activities for plug-in electric vehicle (PEV) infrastructure. The workshop will include presentations and discussions. Commissioners may attend the workshop. The key elements to be discussed at this workshop will include but not be limited to:

  • Deployment mechanisms (light duty infrastructure)
  • Placement priorities (light duty infrastructure)
